    Here's a map issued in Taiwan in 1965 (民國54年)

         ↓ ↓ ↓

Since it says 'TAIWAN CHINA' on Taiwan land, and since the publishers of this map is Taiwan's 'Defence Institution(國防研究院)' and 'China Geography Research (中國地學研究所)'. this map is a joint publication by China and Taiwan.

You see the word 'Senkaku' on the map. Taiwan and China recognized Senkaku as Japanese Territory. This is not Japan's map since I see the word ’東海(=chinese name for East China Sea)' . Japanese don't call it '東海'. (In Japanese, it's called '東シナ海’.) Also, I see on the map the character '羣’ that has no more been used in Japan. Japanese use the characters '群' in stead of '羣’.

After the claim of sovereignty in 1970, Taiwan's Chiang Kai Shek changed the map as follows:

    ↓ ↓ ↓ ↓ ↓ ↓ ↓ ↓

It says, "The delineration of boundaries on the maps must not be considered authoritative"

Even more, the first map is written as '初版(=First Edition)' and this modified map is written again as First Edition, probably to cover up the first one.

A map from Taiwan school textbook (民國61年;5th edition). This 1st edition was issued in 1968 (民國57年)。There isn't Diaoyu on the map.

        ↓ ↓ ↓ ↓ ↓ ↓

This map was changed as follows in 1972(民國61年) to include Diaoyu into Taiwan territory:

Diaoyu (=Senkaku) is shown in a small box at the bottom.

In 1970, Diaoyu islands were still controlled by USA, and before that it was controlled by Japan for half a century. Awareness of Diaoyu's history was not strong among Chinese. It was not an economically important island for either side.
What ROC and PRC did do however was protest during the entire period of *Japan's* control after ww2. I think you can only say they did not make continuous claims against USA, but they did against Japan.
Even if Chinese awareness was not strong prior to 1970, it still does not change history's facts surrounding Japan's aggressive annexation in late 19th century, as an extension part of its conquest of Ryukyu. It does not change China's ancient historical records either which do show claims of sovereignty.

the legal debate is quite straightforward on this issue.

    from japan's instrument of surrender,
    Quote Quote
We, acting by command of and on behalf of the Emperor of Japan, the Japanese Government and the Japanese Imperial General Headquarters, hereby accept the provisions in the declaration issued by the heads of the Governments of the United States, China, and Great Britain 26 July 1945 at Potsdam, and subsequently adhered to by the Union of Soviet Socialist Republics
    from Potsdam declaration,
    Quote Quote
"Japanese sovereignty shall be limited to the islands of Honshu, Hokkaido, Kyushu, Shikoku and such minor islands as we determine." As had been announced in the Cairo Declaration in 1943.[3]
Japan has never gained a legal basis for sovereignty over Diaoyu islands after world war two. Of the allied powers, the only claimant of the islands is China.

Taiwanese may get offended of this, so i should be more specific:
Chiang Kai-Shek is a mainland Chinese who led Kuomintan and moved to Taiwan to rule the land after being defeated by Mao Ze-Dong's Communist Party.
