Here's a map issued in Taiwan in 1965 (民國54年)

Since it says 'TAIWAN CHINA' on Taiwan land, and since the publishers of this map is Taiwan's '國防研究院(Defence Institution)’ and '中國地學研究所(China Geography Research)'. this map is a joint publication by China and Taiwan.
台湾領土に「TAIWAN CHINA」と記載されていること、そしてこの地図の発行者が台湾の「国防研究院」と「中国地学研究所」で あることから中国&台湾による共同出版であることがうかがえる。
You see the word 'Senkaku' in the map. Taiwan and China recognized Senkaku as Japanese Territory. This is not Japan's map since I see the word ’東海(=chinese name for East China Sea)' . Japanese don't call it '東海'.
もちろんこれは日本の地図ではない。上記の地図では、「東シナ海」の中国名「東海」と記載されている。また 、「群島」の「群」が旧字体になっている。1970年代時点ではこの旧字体は日本では使われて いない。

After the claim of sovereignty in 1970, Taiwan's Chiang Kai Shek changed the map as follows:

A map from Taiwan school textbook (民國61年;5th edition). This 1st edition was issued in 1968 (民國57年)。There isn't Diaoyu on the map.
台湾の教科書(中華民国61年8月 第5版)、初版は1968年。魚釣島(釣魚台)の記載は無 し。

In 1970, Diaoyu islands were still controlled by USA, and before that it was controlled by Japan for half a century. Awareness of Diaoyu's history was not strong among Chinese. It was not an economically important island for either side.
What ROC and PRC did do however was protest during the entire period of *Japan's* control after ww2. I think you can only say they did not make continuous claims against USA, but they did against Japan.
Even if Chinese awareness was not strong prior to 1970, it still does not change history's facts surrounding Japan's aggressive annexation in late 19th century, as an extension part of its conquest of Ryukyu. It does not change China's ancient historical records either which do show claims of sovereignty.

the legal debate is quite straightforward on this issue.

Japan has never gained a legal basis for sovereignty over Diaoyu islands after world war two. Of the allied powers, the only claimant of the islands is China."Japanese sovereignty shall be limited to the islands of Honshu, Hokkaido, Kyushu, Shikoku and such minor islands as we determine." As had been announced in the Cairo Declaration in 1943.[3]

Chiang Kai-Shek is a mainland Chinese who led Kuomintan and moved to Taiwan to rule the land after being defeated by Mao Ze-Dong's Communist Party.
